The frame rate of the monitor is still limited in much the same way it is without G-SYNC, but it adjusts dynamically to a refresh rate as low as 30Hz (current models) to match the frame rate of the game. What is happening here I believe is a lack of understanding how vertical refresh rate pairs with resolution. 144hz is the max refresh, at the max resolution. As you scale monitors back down in resolution, so goes their refresh. To conclude: Windows displays either 59 Hertz or 60 Hertz as the refresh rate depending on the monitor in question. Windows on the other hand uses a refresh rate of 59.94Hz regardless of what the monitor reports but will use 60Hz for applications that expect the frequency.
